Can I delete Google Play Services app?

I have an HTC One X phone with a dual-core processor.

I had installed the latest Google Play Services version. I found it was not working on my device. So I uninstalled it. Now, I am unable to install other apps on my device. ? Is there a way to reinstall it?

What happens if I disable Google Play Services?
