How do I fix Google Play services not working?

Update: It works on my Nexus 7.

I suspect something in the ADT or Eclipse plug-in.

My OS is Android 4.1.2.

I get an error message: "Unfortunately, the Google Play Services app has stopped." I tried rebooting multiple times to no avail. I have SDK tools installed and everything else on the list of updates (I think that's all). I figured it out. I was using Eclipse 4.2 with the Android plug-in.

I changed to Eclipse 4.1 and downloaded the latest update for the Android plug-in for Eclipse 4.

Everything works now.
