How do I disable VPN or proxy on my Samsung phone?

I'm trying to figure out how to disable the use of VPN and proxies.

I'm running Windows 8 on a Samsung S6 edge plus, model number SM-G920WZ-K01JE. I need to run a script to enable/disable WiFi and other things on my phone. When I plug in a USB WiFi dongle, it connects to the network automatically and I can see it on my phone's WiFi setting. I'm getting an error message: "Your device is not authorized for this action"
I need to disable the use of VPN and proxies so I can run the script to turn off WiFi and everything else. How do I do this? VPNs and proxies are typically used to get around geographical restrictions when accessing the internet. If you're not doing that, there's no point in enabling them.
