Why is Google blocking access to an app?

I'm trying to run the Google Home app on my Android phone. I've done this before, and I'm able to connect to my Google Home and talk to it. When I try to connect this time, I'm presented with a dialog box saying:

I've tried the following so far: Back up the app in the Play Store and delete the app, and then re-install. Delete the app and then re-download it. Do a factory reset. Do a nandroid backup and restore to a new device. Check the security settings on my phone, and then try to connect. None of these things have worked. I'm using a Nexus 6P.
