Can I find my phone even if it's offline?

I need some advice on finding my phone's contact and history even if it is off.

For example, I was trying to find some work that I had started on my computer a few weeks ago but, due to lack of access to the internet I had to turn my phone off. How can I locate it? It's not lost, it's just missing something like an internet connection or the phone not having its battery turned on. There should be a way to do this correct? And thank you. :)

There's no way for the phone to tell the cloud anything anymore even if the phone is connected to it. You would have to download your contacts from online to see if it knows anything.

The data, apps, messages, call history, photos, documents, files, apps and everything that is in it is deleted each time you turn off the phone. The only way to retrieve any of these items is to transfer it to your computer. If the data is removed from the cloud then you will have to wait until a new update and upload to your phone as if it was never deleted.

I've only got one of the answers right so far, but the one I believe to be most likely to happen is: what if your phone runs out of battery and does not connect to wifi.e. This would force your phone to try to download and update files from the server which it would most likely use your battery, since it's going to try to update everything on the phone. What happened next, the phone has a full charge and is connected to WiFi.e. Your Android would then proceed to look for updates. Your contacts may or may not be updated correctly and since your phone is on the wifi, you can easily find the phone and then see what files have been updated.

The above, as said by @Andrew is what happened to me, if your phone runs out of battery and doesn't connect to wifi you're screwed.

This is a hard one. You will need to either get a second-hand phone or purchase a new one from an online store and then restore the data. If you have the Apple ID and password, it's actually easier. But I don't recommend going into an Apple Store. They'll charge you for service even if you're not able to solve your problem (for instance, I saw someone else who brought her phone in to buy a new SIM card with no luck). Instead, contact a website like this one. I know it's not really helpful, but if you want to take your time with it, its the best approach. You can also try searching the Internet.
