How do I completely remove Google Play Services?

I'm new to Android programming.

I want to remove all Google Play Services. How do I go about doing this?
I have tried looking online, but the best I could find was to remove the app. I don't want that. I'm trying to stop it from running at all times and then reinstall it later on if needed.
