How do I fix Google Play Services not available?

In the beginning there were three: Play Store, Google Play, and Google Play Services. We now have a fourth addition to the Play family, one that was previously named Google Play Market.

We use these two terms somewhat interchangeably since they're so closely related in the marketplace and Google is going through a bit of a language change as it adds more and more apps and content on its own platforms. These three apps will still existGoogle Play Store, Google Play, and Google Play Services will all live on devices and in the Play Store app as everbut Google is introducing another app called Google Play Market, an extension of this platform. In fact, at the launch event, we saw some content being rolled out that was intended to be in the Google Play Market app.

As part of this shift, Google has made it mandatory for apps published in the Play Store to be signed by the same certificate as the one used to sign Google Play Services. If your development has been signed with one cert, and all your code or libraries was compiled from that same developer certificate, you can deploy to both places using the exact same cert on your device.

This is actually a little easier than it looks since Play Services, Play Store, and even Play Content itself are all signed apps. Each app has a unique certificate to identify them, and with any Android developer, or really anyone publishing to Google Play, there is only one signing key that creates all the code you need in each app, whether it be for app updates, games, or even the Play Store. That one signing key, the Play Store developer key, has already been added into your keystore, no matter what version of Android you're on, and this key is also used to sign all the Play Services. Thus, if you're using the correct developer certificate and signing key, then you're good to go! There's no update necessary. If that's all on the same developer certificate, you can get this setup and deploy to both place now.

There is, however, a small change that must happen to get this deployment working for both Android 2.3.x (Gingerbread) and Android 4.0.x (Ice Cream Sandwich/ICS) as it adds new requirements of Android runtime 3.0 and above.

The first requirement is that all the Android 3.0/4.
