Why am I not getting notifications even though they are turned on on Samsung?

I have an samsung galaxy S3, and I noticed that the notifications are not getting through even though they are on.

I tried turning on and off the app several times, as well as clearing the notification cache and restarting the phone. I also set the notifications to vibrate, and have the phone plugged in to get a charge to see if that would help. None of the above worked. Am I missing something? Any suggestions would be greatly appreciated.

Re: Why am I not getting notifications even though they are turned on Samsung? A restart of the phone seems to be all I had to do. It seems to be fixed, although I don't know if it is the cause or not, but at least it isn't an ongoing issue.

I recently started noticing this problem as well, after I updated to the new ICS version. The problem only occurred when I used the built-in WiFi from my WiFi hotspot (with a built-in AP, using the Samsung S4) while using the T-Mobile 3G SIM in the same device. When I switched to the T-Mobile 3G SIM, the problem went away. Since then, however, I have only noticed the problem while using the WiFi hotspot function on the Samsung S4. The problems were minor enough that it did not occur at night, when I was asleep, etc. Also, only when using WiFi to connect to the internet from the phone's hotspot did the notifications stop being received. I have no idea what could cause this problem.

I am having the same problem, except instead of notifications being disabled, I just never receive them, even when apps are running or even when my phone is locked. As I mentioned in my earlier post, I had to "restart" my phone to fix this problem. I have had this problem for weeks now, and I still haven't received any answers regarding what the problem is or what causes this problem.

I have an s4, and it has been doing this since I bought it.

I have been having the problem where my alarm sound is not showing up when the screen is off and I can only see the red power light in my phone.

Is there any way to enable my alarm sound in my Samsung phone when it's in this mode. Ttrying the solution below but not working:

When a notification comes through, or the volume changes. Alarm goes off! This has happened multiple times since update to 2.3.5.it is driving me crazy.

Solution: In the notification shade, go to All apps and find the alarm app you used for notifications on previous version. In my case it is "SoundHound".I can see that it was set up as the default notification for my phone under previous version but in 2.5 it changed to a weird "app" called "Alarm Service" which is useless.

But under the same all apps, the SoundHound app will still be listed but is unset as default.thus you are able to change the alarm sound to play your custom sound.

After doing this - now the phone works great. If I turn the screen off or use one of the other modes (sleep, etc) that uses the speaker (not headset) I get loud sounds, etc. When I turn the screen back on the alarm rings just as intended. This happened with "Soundhound" but it was the same fix with any notification sound I put into the phone.

The reason it's not working here:1) Since there is no active screen, there is no application to show as in the video example. You'll have to create your own application.2) There is not even a way to test whether this option exists if your OS has not been updated yet. I believe I had it prior to the update. Now, since there is no "application" to be found, I cannot test whether the option is actually disabled or whatever.

Is there a way for users to test that this is on, since that feature doesn't appear to be available as far as I can see? The only method I could tell for sure was in my case it changed from a "SoundHound" application to something else called "Alarm Service".which isn't much help!But now if I open the Notification center I can clearly see what applications are set for notification at all times on the phone.
