For me, this is an important question in relation to VPN services that I use.
For some reason, when you only have a 30% chance of connecting to a public WiFi, you do it by making sure that the VPN Service provider will be able to deliver 100% speed even if you are in that 30% chance. That 30% figure is only an assumption and just because the internet connection is available (meaning at 100%), doesn't mean that it is working 100%.
You will have to test this out, and that is where the whole theory part comes in. In order to test it out, I would use a speed test app on my phone and also in the WiFi hotspot.
How does the speed test app work? If your WiFi access point is secured with a password, then you will be able to use the speed test app and make sure that your internet speed is working at 100%. In order to speed test at 100%, the first thing you will have to do is get your IP Address. Go to speedtest.net which is the most popular website to test your speed.
The speed test software (SpeedTest.net) will ask you for your IP address, you can easily find it from your web browser.
The IP address consists of four numbers separated by a dot: It is just like a normal IP address. If it doesn't ask you to go to another site to do it, then skip this step.
Test what speed you have now. Once you have done that, you can make sure that you have a high speed internet connection. This is called in the speed test software as - Fast.
However, in order for the speed test software to really test your speed, you need a good internet connection. You can do this by using a laptop which is connected to the same internet. The second part of the speed test, will work as expected.

Hi all, I'm new here and have just been reading for the last couple of days and can't help thinking that there must be a better internet speed meter out there than the one supplied by my ISP (Virgin Media). What I'd like is something which works on a PC or Mac and which does the following things: shows your download speed, upload speed and total transfer speed. Has the ability to check your download speed against a website such as this (or similar) so you can compare it with your friends (or my speed). Has the ability to automatically detect your speed based on your broadband modem (ie it doesn't need me to tell it my modem's IP address). I tried your upload speed test but am not getting the upload speed I get with my Speedtest. (And I've checked the details of my connection and they are correct so I'm guessing it's a problem with your test).
Your speed test app is just measuring bandwidth in the direction the app is being used. It will usually give you the bandwidth in the direction you are connected to the server. It won't give you the full speed available across your connection (it will give you a percentage), nor is it going to give you a bandwidth report for all the connections on the device (that would be pretty huge file) There's also the possibility of latency involved (latency is the time it takes for a packet of information to be sent from one point to another). The longer the latency, the slower the download and upload. A ping is just a very short bit of information that you're using to measure latency.
Even your local ISP might have latency issues. You might have trouble getting a strong download speed from a local server but when you're downloading from someone on the other side of the world, your download speed might be lower because of your ISP's latency.
