How do I manually set a proxy in Windows 7?

I'm trying to configure Windows 7 (and Windows 8) to use a proxy server to view web content over the internet. I'm not trying to set the proxy for the internet connection I'm using, but rather only to set the proxy for my web browser. Here's what I'm doing:

To be honest I think the default IE proxy is a bit slow so the first time you may better off doing it manually (as above) and then setting the default via the IE options later.
