How do I fix Google Play Services not updating?

After flashing a newer version of ROM via OTA, everything (except for Google Play Services) works fine. But Google Play Services is not up to date - it's like it doesn't even see the update when rebooting. But it was perfectly up to date on my old ROM, and working flawlessly.

What should I do? From what I could see, it happened because I had two devices connected at the time of the flash. One device was running the original (old) ROM and the other was running the new one.

So the new ROM was flashed properly, but because I was running the older ROM one of the devices, Google Play Services didn't notice that the older ROM had been updated, and kept acting as if it were the original ROM. The solution was to remove the other device from the device manager, then reboot, and install the updates again. If anyone has any idea how I might have caused this, I'd really like to know!
