Why is Google Play Services not working?

It's what allows you to get online and use apps like Gmail, Maps and Google Drive. It's what lets you sign into your Google account on third-party apps and services like Facebook. And it's responsible for many other features, such as being able to check your mail in apps like GMail, play games on your Android device, or even get directions. Unfortunately, Google Play Services isn't always working. Here's a look at some of the reasons why it might not be working.

All my testing seems to be working fine, but the "Play Store" on my Galaxy S III (ICS) tells me that Google Play Service is out of date. Why is this and is there a way to "force update" Google Play Services? Or am I better off just getting the update and waiting another day for things to build again? This worked, and I did not need to do anything except wait another 24 hours. Download latest version of google play services from Android SDK tools page. Place download at SD card (exact location not required). Reboot into Download mode and install using recovery mode (root access required). Reboot to Recovery Menu. Go to Apps -> all Apps. Navigate to Downloads folder and find apk of google play services from previous step. Install as described in Android's app manager. Thanks go to @EarlzD for help.
