I have been to a few countries (Austria, France, Germany, Italy) and i'm wondering about proxies (people who are living outside of the USA, buy a proxy in another country, and register as a player for events/tournaments with it). And my second question is: how legal are proxies in Germany? I thought there were problems with them, but then again I thought they are legal for US players (I don't really know, but I thought so). Can someone who has experienced this sort of thing tell me something about the legal issues?

Yes they are illegal in the EU. They are allowed in the UK if you make sure to have the VAT number of your registered residence. Which I never did but I was told to at a friends house when went to try some stuff.

MTG has no issue with it, since the EU doesn't want to mess with trade between countries, nor do they care about the rules in place that were put into effect before they even existed. They also won't give permission for their card companies to ship a certain amount of cards overseas without paying taxes in each country (I believe this has to do with the value of the card, they aren't just getting new cards every week shipped, they are getting actual magic items.)

They have no problem with proxies either, it would require them to update the card rules and regulations which most likely they won't do. You cannot purchase these cards from a third party store or online, only from a distributor. There was an issue in Germany a while back where a player used a German proxy (no idea how they got that far) and were busted for not having an ID (since it didn't show up in the list of people attending an event). It's not a huge issue, but still had to be corrected somehow.

You can, however, import/export them as long as the person importing/exporting the cards has paid the import taxes. This is what happened in Germany - the person importing was charged import taxes on them, but then had to pay them over to the company (who imported them for him) and he never paid the tax.

Who has the best MTG proxies?

I'm looking for real MTG (as opposed to Magic Online) cards, not so much cards from other games or game formats.

I don't really know of a good list. There are proxyable commons and uncommons like a Fateful Showdown or two in M14-15, but even the most "realistic" ones aren't really what I'd call MTG proxies, they're like Gwent's card "skins". The best proxies are probably just non-Magic cards: Star Wars X-Wing from Core Set 4, Star Trek TNG Promo from Core Set 7, etc.

@JintekiSteele: I don't want to spoil anything for you, but I've been thinking about that too. There are a few reasons why "I thought the idea was to create a set of cards that could be played in every possible tournament environment." But the main reason is that I want you to get the feel that you're in a real tournament without having the ability to cheat. I feel that in general Magic players don't mind proxies and I wanted this deck to have the feel of the classic Magic decks without the need to play Magic Online. But maybe it's not clear why it would be impossible to play the cards in paper.

@JintekiSteele: My answer to your question about the number of viable proxies for Sauropods is: there are no viable proxies, because most of the time Sauropods are destroyed in one turn. The best thing that we could do would be to make the creatures more powerful (maybe an attack range of 5 or something), so that they could be a useful win condition, but I don't think that it would be that great. If you could find a proxy, then it would make the deck more effective.
