Open proxy is a free and anonymous proxy, that is you can go to it anonymously and you can also access other sites through it. What is open proxy IP address? Because you could be charged with a crime by the website if they discover that you have been using their service.
It's like if you were going to visit a website but you need to get a certain kind of cookie before you can use the website. So you get that cookie from another website (the open proxy), then you go to the website and use it. But the website doesn't see that you have a cookie. You're just visiting the website.
But with an open proxy, you get all cookies and when you leave, all cookies will be deleted. Another thing is that an open proxy (you are on a website) can tell when you log in or out. And a private proxy can't do this because they will be asked for cookies to log in.
What is the point of using a proxy? Most of the times, the public proxies are used to hide your real IP address. You can use a free proxy to bypass the "Captcha" of websites (for example to login on Google).
