As soon as you've accessed your Google profile, or even when you visit many popular websites like Facebook, Flickr, MySpace, Tumblr, or Wikipedia, if you're having trouble logging in, you'll get a notification that you're blocked from the Internet. Click the blue "clear cache" button next to your name to clear Google's temporary file for your computer. This should solve your access problem, assuming you haven't been banned.
