I'm looking for a web version of Signal, the Android messaging app.

I use it as a way to stay in touch with people without having to pull out my phone. Is there an equivalent?

I'm not aware of one, but you can use a webapp called Signal Desktop (which also lets you use the Android app on your computer) to communicate via webchat. You could also use the Google Talk app which is basically the same thing as Signal Desktop and it's webchat.

How to find someone on Signal?

If you're looking for someone on Signal (the anonymity app that has more than 80 million users), the first thing to remember is that Signal was built to be decentralized and anonymous by default. This means that it uses only a public web of trust and public key cryptography, meaning there are no central servers or logs that have the power to reveal your identity. It works like a distributed social network in which everyone holds some portion of the private keys. This means that you can't send a message without the consent of the other participants. In order to do this, Signal requires your phone number. It's how you create an account.

Finding someone on Signal can be difficult because there are hundreds of millions of users. You don't want to stalk them though. The best way to locate someone is to use Signal's messaging history and look through their messages with you. Signal stores everything that's exchanged by each person on Signal on the network. The only private information that you need to look at is the recipient of the messages.

For example, if your iPhone uses T-Mobile while your Huawei uses AT&T, you cannot have two Signal accounts. If the two phones are on the same network, it works fine.

When the two phones are on the same network, they will share the same connection, so the Signal servers can see both phones. Since there is only one device using Signal, you will not be able to send messages to the other phone. If you tried, you'd see a message in the Messages app that says "This phone is not allowed to receive messages."
