How do I unblock settings in Chrome?

I keep on getting the following message.

No connection was made because the remote machine actively refused it, which may be. A symptom of a security issue with your web site. (HTTP:400) How do I correct this? Thanks in advance. I believe you should have tried a few weeks ago: In Chrome 26.1410.64, Settings (gear icon) -> Advanced -> Settings and Privacy -> Show advanced settings, untick Sites and turn Block third-party cookies and Site data on all sites.

How to access settings on Chromebook when blocked by administrator?

Does anyone have any ideas how I can access chrome settings from a ChromeBook even when the administrator has set it to be blocked?

I don't have direct administrator permission and cannot gain permission. For example, there is an option called "Always Allow Browsing Everywhere". This is what I'm trying to access. There is another one called "Allow Chrome to use your profile on all websites" which I also want to access.

Google provides an offline installer for Chrome on their website and then you can download the Google Account on your computer. Once you do that it will allow you to log in to chrome without the Google Account. Then you can download the files you need on the Chrome Book. I would go for this option before going with the Administrator way.
