How to sync Google Device Policy?

We've seen it all before, but now the situation has escalated a little, in which Google has started to enforce policy by means of removing non-compatible mobile devices from the access to the Play Store.

The new policy is that any device using one of the Android 4.3 or older system versions, meaning a lot of low-end mobile phones and old tablets, will not be accepted into the Play Store.

When you use a web browser, you are redirected to Google's web site and there you are able to manage your devices (by updating them, removing them from your account or changing policies).
