How do I remove Google Device Policy from my iPad?
I want to have a completely clean device.
I did factory reset, but no luck. I tried "Erase All Content and Settings", but it didn't help either. I don't see any way to remove or disable Google Device Policy. And the device is running iOS 11.2 on iPad.
It looks like there is no way to remove Device Policy from iPad without root access. In fact, on Apple's web site it's not even mentioned that such a feature exists. However, there is one very easy work around. If you can not root your iPad, you can use Android Studio to make an app which has access to the google cloud storage and download all data into your local SD card. After this, you can restore the system back to normal.

What does Google Device Policy have access to?
The Android permissions in Google Device Policy are intended to protect users from accessing data that was not intended to be sent over the network or made public.
In a device, this could include: Private data on the device. Your email address or any other identifiers associated with your Google Account. Your contacts. Phone calls you make and receive. Photos you take. Location information, like the last few locations you visited, and the estimated distance you've walked or driven. When apps first launch or update their permissions to send data to Google, they're required to check that only the permissions they really need are included in the permissions list. You can also see the full list of permissions with the policy file by looking at this page in Settings. To find it, tap "My device" at the top of the Settings screen. Tap the name of your device at the top, then select Google Settings. Scroll down to the bottom of the page and tap "More Settings" to expand the drop-down menu and see if there are more tabs there. Click on the one that says, "Google Settings Google Device Policy."

How do I disable the device policy?
You can set up the device so that it doesn't require any special privileges.
You can do this through Device Security Settings in Active Setup, or through Device Management Settings under Active Directory Rights Management Services in Group Policy Editor.
Here is the procedure for each scenario: Device Security Settings: Open Device Security Settings in the Control Panel. Set the Device Policy option in Device Security Settings to Never Restrict (to the maximum limit of 1). Reboot your computer. Device Management Settings: Open Group Policy Editor in the Control Panel. Right click on the Active Directory Rights Management Services object in the container on your list. Expand RMS Settings and select General Settings. Enable the settings Allow Administrators to Delegate Privilege Assignment To a Delegator and Specify a Principal. Set the Principal object in that policy to localhost and set the Delegator to your computer name.
