The reason is that I can stream movies on my iPad and have that content blocked by ExpressVPN.

If you go into your VPN settings, can you turn off the option to "connect to a VPN"? That's the problem I had. I turned off the option to connect to a VPN and I still got the same error message. Thanks for the help. It's working now. You were right about turning off the option to "Connect to a VPN". I think I was trying to access the internet through my VPN, but I was actually accessing it through my home network's IP address.
My VPN's network settings are pretty basic. I don't think it's a problem with the VPN itself.
