Regarding DHCP - if your ISP does not give you a static IP address, you still can use DHCP to allocate it to you. However, it is not clear from your question, but you may also want to allocate another IP address to a local network. In this case you need to configure your router and assign IP addresses to the computers.
So, basically it is very simple to set up a DNS server on a Mac: it's just a .pkg file and you should have it installed during installation of MacOS. But if you are interested in DNS and want to control it then you need to use your ISP's DNS services (unless they give your own DNS server address).
