If you have reset the PRAM (Power Resume) and SMC (System Management Controller) settings, you need to do this by downloading a tool from the Apple Support site (the link is the last part of the instructions you just found). It's called. IFixit Mac Restore. It's free. In that tool, you need to select the "Reset Settings" tab. Then select "Reset to factory settings" on the left-hand side. The right-hand side should show "Reset PRAM" and "Reset SMC". It will take some time, so you may want to download the tool while it's running. When it's done, click "Next", and choose "Repair" to restore your settings.
If you have ever done anything silly to your Mac like installing 3rd party browser extensions, it is not recommended to use the OS X built-in Safari browser anymore. Apple recommends using Chrome, Firefox, or Opera for your browsing needs.
