How do I access my modem settings on my router?

C100 (an Alcatel Speedtouch 652), only works when I am in the computer's wireless network. When I disconnect from the wireless network, the computer can't access the Internet. How do I change the modem settings so that I can access the Internet even when my computer isn't connected to the wireless network? I don't know how to access the modem settings for the router.
