How do I permanently block an app on Android?

My girlfriend is having a bit of a problem with the app known as Snapchat. I'm not sure how to block it on my Android device, and I can't find any instructions on Google for doing so. I'm not really sure how this app works, but I know that it is somehow accessing my contacts and I'm not sure how that's even possible. She has had many Snapchat related issues, and I've been trying to help her get her phone fixed for a few days now, and I'm starting to get frustrated. I opened the phone and did a search for the app. There were three that were installed and I deleted all three. After that, I went into the Play Store and it couldn't find the app. I then opened my settings and cleared the cache and then tried to open the app. It said the account was not available. I was able to get into the app and uninstall it. I'm going to leave it alone for now.
