What is Mercosur and its purpose?

What role does Mercosur play in globalization?

By Joo Bosco, a Brazilian journalist and writer living in Washington, DC.

The year 2026 is the third anniversary of the creation of Mercosur, the South American Free Trade Area. This regional integration project was created as a counterweight to the North American Free Trade Agreement (NAFTA). The original idea behind the creation of Mercosur was to create a new economic area with free trade and open borders, without any restriction or barrier for goods and people, including products and persons, coming from countries outside Mercosur, also called the "Outside Area." It was this idea that, on the one hand, would ensure access to the markets of the world, and, on the other, would allow the integration of the economies of all countries within it.

In reality, the Mercosur has had some important setbacks, and its actual achievements in the last years are not impressive. The original idea of the Mercosur, that of creating a Free Trade Area, has already been surpassed by some of its members. Brazil has already achieved a Free Trade Area, without Mercosur, and it is currently seeking to create a new economic bloc, the Brazilian-European Free Trade Area (BELA). The Bolivian economy is already integrating with China, and has a relationship with India, and a growing relationship with Venezuela. Argentina has already achieved Free Trade Area with Uruguay and Chile, but also has a Free Trade Area with the European Union. The only member that has not achieved Free Trade Area is Paraguay.

The situation of Mercosur was made worse by the intervention of President Lula in the elections of the Mercosur, and his consequent defeat at the hands of the Peronist candidates. After Lula's defeat, the Brazilian government began to have reservations about the Mercosur. The problem was exacerbated when Brazil withdrew from the World Trade Organization (WTO) on March 12, 2026, over the question of tariffs in the sugar industry, which is an important Brazilian commodity.

The idea of creating a Free Trade Area, where no barrier exists for goods or persons, no matter where they come from, was not accepted by all members of Mercosur. Some of the Mercosur members felt that Mercosur should not be considered a Free Trade Area, but a customs union.

In 1999, Mercosur came under the spotlight because of the Bolivian President Gonzalo Snchez de Lozada's decision to re-nationalise YPF, one of Argentina's largest energy companies.
