So if I'm reading this correctly, there's no way to filter servers by ping time, bandwidth, and other metrics? Or is this merely a list of the servers to connect to and nothing more? I'm aware of this, and I'm fine with that. However, I've been playing with PsiphonPro today, and it seems like the bandwidth and ping time are not taken into account when connecting to these servers, even when there are far fewer than 5 servers to choose from. It's an odd situation, because the list of servers has more servers in it than I've ever seen in other apps.
What I'm really asking is whether there is a server that I can use to connect to PsiphonPro that has the fastest connection, regardless of bandwidth or ping time.

I'm not sure if I understand your question correctly, but in general VPN is a way to route your traffic through a tunnel to an IP which you choose.
This means that if your DNS server is in a different country, than your ISP's DNS server, you will have to use a VPN service to route your DNS queries to the DNS server of your choice. This is because your ISP's DNS servers do not know anything about the DNS servers you are connected to through a VPN.
Note that your VPN DNS server will still have to be located in the same country as your ISP's DNS servers in order to work, so it would not be a great idea to use the DNS servers of your ISP. When you connect to a VPN, you usually get a new IP address, and your connection through the VPN tunnel will be routed to the IP of the VPN server. You can use this new IP as your DNS server address. In this case you can use any DNS server you like (unless the VPN server does not allow you to connect to some DNS servers).
