Unfortunately, both of them can block legit extensions from being added to the administrator. What makes it worse is that these instructions sometimes result in uninstalling extensions from regular chrome as well. So here's the explanation for what you do.

In method one, you can block all the entries. You would have to use the "Show advanced settings" of "chrome://extensions/display/enabled" and in the "Enabled" section deselect all checkboxes at once. That's because you cannot check individually which extensions you want to unblock. If you check one, then the next extension will be blocked. This way you end up with not having any extensions checked and then Chrome will display all entries from all extensions.
