How do I fix my iPhone hotspot not connecting to my computer?

The Mac is connected via ethernet to my phone. At the login screen I type in the ip address of the Mac into the hotspot to which the phone connects when I turn it on. However, when I try to access a site that requires an access point (like CNN mobile) the device does not connect to the wifi.I do not have any other devices that use wifi with my wifi dongle.I was reading an e book and the author says that I have to enter the information above to solve the problem and it worked. Now I want to make sure because I read that this was only needed in beta version and now everything is fixed. I really need help, as I am going crazy and really want to play video on our road trips. Recently I was having issues connecting my Mac to my iPhone hotspot.
