There are plenty of apps on the Market that will filter certain content, for example the MobiBlur one mentioned above, or the YoutTube Blocker which seems to be what you're looking for. There are many others that have the same functionality.

Explain that we obey rules at a grocery store to help store owners and drivers who cannot control what people choose to buy. It sounds like your daughter is showing signs of having ADHD. In order to find a behavioral solution for the situation at hand you need to first figure out what exactly is the problem (eg, is she hyperactive, disruptive, or inattentive), then choose a treatment that addresses the problem. You can then test and evaluate that solution.

I don't think it would be appropriate to limit your daughter's access to electronics until you identify and solve the problem. Doing so could make the situation worse by putting your daughter in a state of hyperarousal, leading to other (undiagnosed) problems down the road. As a temporary measure until you can come to a more permanent solution, use a "time out" strategy. Explain to your daughter that when she is about to engage in behavior X (or when she does it, depending on your daughter) you will remove her access to all electronic devices for two hours.

It limits the time spent on a certain app and it shows a notification when the limit is reached.
