Can WiFi provider see Instagram?

A week ago, I started posting some pictures on Instagram to a few friends.

Yesterday, I checked my phone and found that Instagram had blocked me from using the app. A notice said that it was because I was using a computer to access the internet and not my mobile.

Now, I know that this is just a matter of time before Instagram gets blocked in India. I am okay with this since I don't use Instagram to upload any pictures that I feel like sharing with everyone. I use it only to share photos of my family members and stuff like that.

I signed up for Instagram about 4 days ago.

And now I've reached over 10k followers but I've received only one follow back! Is this because of my "history" in Instagram (because the site isn't showing this)? From my experience, it should show a little bit of history after you reach a certain point, no more than 20 posts. The reason is that if you follow too many people, it will begin to get overwhelming. But if you have been following a few people before you hit 10k, it is possible that it won't show as much history.

You can try to reset your account on another computer by logging into Instagram on that computer and going to settings->account. Reset my password.
