I believe you're referring to L2TP over IPSec. IPSec is, indeed, secure. But it has significant downsides. I'm looking for details as to why it was removed.

Yes, I am! The question I'm trying to answer is why this was done. If you scroll down you'll see that there is a section (about 2/3rds of the way down) where they show both the existing options and the features L2TP has. L2TP over IPSec clearly has a bunch of advantages over existing IPSec, including encryption and authentication (in L2TP over IPSec), as well as some other stuff. I've not checked the features or anything but there are big advantages over IPSec in many cases, such as how to get VPNs working with Android without an app.

Is there some kind of argument against it? Or was it only a matter of time? And when the user opens the VPN configuration menu, the first entry shows an empty screen. That's probably because, since it's already listed in the about screen, it's automatically selected. When you go to the configuration menu, it's probably already on top of the list.

L2TP is used on enterprise/business-type products so I think the main reason for removing it is that L2TP doesn't allow the user to pick which connection they want to use and the Android team didn't feel like allowing users to choose between two different types of connections in the VPN settings screen. So if you use L2TP, you have to connect to whatever network is currently configured. It sounds kind of stupid. This should be fixed. And you should still be able to pick your connection when you manually enter the VPN settings.

What about OpenVPN? Is there a way to install it and have the user chose which network to connect to? Is there any way to make that a default in Lollipop? The only VPN I use is IPVanish, and it always chooses automatically when I start it up. Would be nice if the new VPNs all did this.

There's no way in OpenVPN for it to auto-select the VPN server.

Does Android 13 support PPTP?

My friend at work is running 13.

If you want to get a VPN server working you can follow this tutorial. This can be done even in an emulator so you don't need to have a device.

Alternatively you could run VPN on your desktop and tunnel through SSH. The following link contains a good list of VPN programs that work on Android v13 and v14.
