How do I change my child's Google Account to normal?

Our child has a google account, that is supposed to be "private".

I went into the menu and went into settings and everything and there is no option for parental controls. I have my phone rooted and I use a custom rom on it so it is very easy to root and I think that might be why it doesn't have the parental controls. Do I need to get a different rom?
