What happens if you delete the App Store on iPad?

I am a complete idiot and forgot to download the latest version of an app I've been using on my iPad.

Why can't I get the app store on my iPad?

Here's the thing.

I've gone into iTunes on my PC, synced it with my iPad. There's no problem syncing songs and such, but I can't seem to get my iPad to let me install apps from the store. It just says "Unable to connect." The connection is working fine, because I can browse the store and buy apps on my PC.

The iPad doesn't work with my broadband router, so I'm plugged into my dad's. He's not using any software right now, so I can't even blame it on that. My iPad's set up to use WiFi only, and I'm using a WiFi-only router.

The router is configured to give out a static IP address. I can connect to my dad's wifi network with no problems (as long as I'm using my laptop).

I have tried resetting my router, which got rid of the 'unable to connect' error for a few seconds, but then back to 'Unable to connect.' This happened in the past, when I was running Windows 7, but not lately. Maybe this was caused by my computer having issues syncing? I don't remember.

What is your Internet Service Provider (ISP) name? Does your Dad's Router have parental controls? Is he filtering certain websites (eg Netflix)? My iPad is connected to my Dad's wireless network. I don't have to enter a password or anything. It works great.

And when I try to do the "buy" thing on my iPad, I enter the username and password for my dad's router, and then it doesn't do anything. It just sits there for a few seconds, then says "Unable to connect."
