Is it really a DNS issue? This seems to suggest it is, but when I do a test of going to the IPv4 address of the server in question (172.31.8.10) I'm able to browse it with no problem. It's as though the Internet is acting like Safari is experiencing intermittent connectivity and blocking everything because it just thinks it's offline.

Is it really an IP issue? I've confirmed this with a ping test, there's no packets flowing between the two hosts. The IP address from my router to the internal device is 169.254.168.9 and the IP address from the internal device to the external device is 169.21. However, pinging the public IP address from my router to the external device results in an error message on a local DNS proxy server:

Ping 172.10 Destination Host Unreachable. It should be noted that the ping test was performed with an Android test tool and the connection doesn't go through the DNS at all. I think I may have finally hit a dead end.
