How do I stop my Samsung from blocking websites?

My Samsung S6 is blocking websites because I'm using 3G instead of 4G.

I have an option to switch between 3G/4G, but I have my country (UAE) set to use 3G. How do I get rid of this setting? I don't want to change it, I just want to stop it from preventing me from accessing the Internet.
