Is web scraping for commercial use legal?

I am building a tool that takes data from a website and then outputs it in a format that is usable by another piece of software.

The software in question is used for commercial purposes and it's just a tool used to provide the users with a better experience.

The data I am pulling from the site is the content of the articles on a certain website. The software does not store or process any personal information or anything else that could be considered a threat to anyone's privacy.

I do not have any plans to sell the software or profit from the service, so is it legal? Do I need to get permission from the website owners? The company you are building this tool for is not going to sue you for scraping their content without permission. It's much more likely they will just ask you to stop scraping their content. If they don't then you should look at your contracts with them and see what your recourse is.

I want to avoid any legal implications that might arise from doing such activity. Can it be a criminal act, if done by a non-US citizen? (I am worried that the US government might do something like this to me when I visit the USA). Is there an easy way to ensure no details of a user are disclosed while scraping and saving the data? EDIT: I didn't specify what language I would be using for this. I would like to know whether this activity can lead to prosecution. I am not going to mention the language I use. I think I understand the basic concepts. But I am unable to find the right documentation online. If you can direct me to some documents, that would be great.

To the best of my knowledge, no. However, it is not illegal to scrape data if you have a good business case for it. It's not stealing it, or even data mining. It's using their own property to solve your own problems, which a lot of users will happily do themselves.

And, don't forget that when it comes to personal data, the US Federal Trade Commission requires companies to notify users when their data is scraped, and give them the option to 'opt out'.
