Where can I find site settings in Chrome?

In Google Chrome I want to set the "Custom" button on my home button to open a specified website, not a specific folder.

In particular, YouTube is now blocked by default, so it's much less of a problem for those with a good ISP. For most users, YouTube is probably blocked, as it tends to be the largest source of malware.
