What is 4th level domain?
The 4th level domain is the highest level of Domains you can get.
It means that a character of this level will always get the highest level of domains they can ever use. So, no matter how many levels your character has, if he's at level 4 or higher, you're out of luck.
For example, a 9th level fighter who starts with 3rd level domains will have 3rd level domains, 5th level domains, and 9th level domains (assuming he reaches level 10). He would never have access to the 4th level domain, even if he were at the highest level of the game.
A domain is a skill-specific way to describe one's role in the game. There are five domains that a PC can choose when creating their character.
4th Level Domain is a set of abilities that only apply in specific situations. These are described in the Manual on Domains.

What are the 4 domain names?
- Google, Amazon, Bing, Yandex.
All search results can be sorted by number of visits or page views. I'm not sure how the pages of each website count since I have no idea what their websites look like. The number of visits shows up for the top 4 when sorted by country, most popular queries, city and even specific queries. What's the difference between one domain name and all the others? How do I know which domain name is best?
This seems like an obvious answer. The top 3 domains are obviously Google, Amazon and Bing because they're the top three search engines. The fourth domain is Yandex, but Yandex is a mobile/tablet only browser so its presence doesn't really say much.
There's just 4 because some search providers make up their own rankings. They don't usually try to get into the top 3 because their traffic isn't quite the same as Google or Bing and they won't attract enough customers from the top 3 domains to make it worthwhile. It does happen on rare occasions though.
I think if you visit the site of a "top search engine", that is, the one with the most pageviews on your page, then you get to see their site (it's not really their website per se) and you can see what their site is actually like.
