Can I run a VPN from Synology NAS?
Yes, you can.
When you install the software, the interface will allow you to connect to your desired VPN. Note: If you are using a wired connection, your public IP address will not change even if you have a VPN. You can configure your router as a gateway for your VPN. In this case, your Synology will appear as a normal router in your home network, but the Synology will be connected to your VPN provider.

There are many ways to achieve this, but here are the most common: When you start the synology and you choose where the "local IP Address" belongs to you (by default its 0.000 ) simply add a new host or virtual host by going to manage network, click on "add" then in the virtual host, give a host name that includes your external IP address.
