I am creating an application that requires me to set a location for my VPN. It is an Android app so I want to be able to set the location of where I am currently located.

It is a cross-platform app. So if someone has a solution for this on Windows Phone or Windows 8 then that will help me but if not, I would prefer a solution for Android.

You can't detect where you are on android. Even if you did, android does not give you an API to change the location. This is a security feature of android. In addition to that, in order to send GPS location to a server, your phone has to use cellular data. So unless you are in a location with wireless, it can't report GPS location.
