What I'm looking for is something that makes your traffic untraceable, because it is potentially being tracked by people who aren't in the secret network. Finally, if there is anything that VPNs do better than Tor, please tell me. For instance, I can't find out about bandwidth usage. With a VPN, you'd pay a monthly fee and get unlimited bandwidth.

Even if it was constantly down, that'd be fine for me, since I'm rarely on the internet. I only do a few things like checking email and browsing.

It's in a hidden network, so you should be fine from India. If you don't trust China, which I don't -- I don't even trust Pakistan as a democracy (doing software development there has led me to think otherwise). The USA would be a much better destination.

Resource usage and bandwidth usage depends on your needs. I think with the right service, it may be negligible. All I can say is that when I use the VPN, I do occasionally notice slowdown, but not enough to be noticeable.

When your device goes to sleep, turn off your VPN as well. It is a PITA when you need to connect to an IP that is reachable from the VPN, but doesn't exist. I've been there-- it sucks. I used to use Azureus until I learned about Azure VPN Gateway (for Linux), which runs on a VPC which has a public IP, so that I could connect to my computer. If you are using Windows to connect to your computer, try Azure VPN Gateway which uses a reverse proxy to translate from private IP to public IP.
