How to fix error you don t have permission to access on this server?

How do I fix access denied on this server Safari?
We had a site where the client's user account was in a group on the Exchange server.
This prevented them from logging on to the site in safari on their macs. There was a domain admin account on the Exchange server that was a member of the group, so it was only a permission problem.
We made them a local admin account, but it is still getting denied access. I am wondering what permissions I need to give it so that it can log on without being a member of the group? ? I've read lots of guides but nothing seems to work. I created a new local admin account and was able to log on to the Exchange server. However, once I'm there, I can't edit anything because I can't get the permissions to fix. The server is a Win2003 Active Directory box.
I've tried: adding the new account to the local admins group on the server. Adding the new account to the "Domain Computers" group on the server. Setting the new account to be a local administrator for the local server. Setting the new account to be a member of the Domain Computers group on the server.and nothing has worked.
I know this isn't a big problem, but I'm a little lost as to what to try next. I also don't want to spend a lot of time on this unless it's a big problem that I'm missing.
Why can't Safari access a server?
We are using a Mac running Safari 9.
0.3 and the only issue we have is that Safari cannot connect to a certain server. From every other browser and device, it works fine. We can access any other websites on this machine just fine. We have a number of accounts on this webmail server, but the problem appears to be with just one account.
There are no connections listed in the network log under "Safari can't get response" or "WebPage can't load requested URL." The error message "Service unavailable" is displayed as soon as the email address is added. The email address was tested on a different laptop and was not found to work. We've tried resetting the network connection, running Safari from a clean profile, checking the firewall, downloading and reinstalling. This computer uses a Time Capsule for backups and we had to download files to it recently so the backups seem intact. This happened before, and our only solution was to upgrade to a newer version of the OS.
This is quite a pain in the butt. There are plenty of other things we would rather spend time on.

Thanks for trying to help, but we've been through all that already. That website isn't helping either.
As for the IPs, we have checked the /var/log/system.log file and there is not even an entry that says the server's IP was unreachable. This is odd, as it should show something if this were the case.
We don't use the webmail feature and it's been a while since this happened. To the best of my knowledge, we haven't had any problems connecting to a lot of webmail servers.
When you set up a new account on the webmail, can you send test messages to it? If you can't, I would assume it is an issue with your configuration, and the IP would show up in the system. We have contacted support and they're working on it.
How do I enable permissions in Safari?
Ok, this is driving me crazy and I hope someone can help me out.
I'm not much of a security geek, but I've been reading quite a bit about security these past days and I've noticed that I have to be careful when surfing the web. That's why I turned on "Always Trust" in Safari Preferences (under Security). As you can imagine this is going to turn off all the protections that are made for secure browsing. And so I started looking up about how to enable permissions (or something like that) for Safari.
I really didn't know what to do, so I started looking for answers and I came across several resources such as: I've managed to enable the "Allow JavaScript from known domains" under Security and Privacy > Privacy, and this is working fine. The issue is that when I start playing a video in YouTube or another website (which usually takes quite a bit of time), I notice that if the video does not load correctly (or even does not load at all), Safari will be acting as if there is a popup trying to force me to close the tab and even make a new window to open in. I'd really like to turn off those annoying popup blockers, but I don't want to completely disable permissions on Safari, which I could do by just turning off the "Allow JavaScript from known domains" option. Please, any help would be greatly appreciated. Thank you. Safari uses its own "native browser" to download the HTML. The "Always Trust" settings change which of the JavaScript interpreters it uses to execute the code. This makes sense: in most situations, "always trust" is better than being blocked by popups and other annoyances. However, it will also stop Safari from downloading the "untrusted" JavaScript.
If you're having problems with videos on YouTube, then one thing to try is disabling "JavaScript for all websites". This will probably fix the YouTube problem but may make some other things harder to use.
