Why is Hulu not letting me use a VPN?

The company just announced changes to its terms of service this morning that seem to make its use of a Virtual Private Network (VPN) impossible. Here are the exact provisions: 12.2 You understand and agree that by using a VPN service, you expose yourself to potentially harmful websites that may be accessed on public wifi networks and other online services. This means that Hulu may provide access to your location information.
(this would mean in particular that I'm being recorded when streaming video on my laptop, even though my Hulu account is set to anonymize my IP address).
