How do I permanently block a website on Chrome?

I am trying to block a website, and I have been looking all over the web for answer but to no avail. I have tried to block it in chrome://settings/content/websites, but it doesn't give me an option to set a permanent block. It is not giving any pop up or anything.

In a fresh window that has nothing open besides Chrome: Type chrome://settings/content/ into the address bar and hit enter. Click the "Search for." button Type "Disable" into the search bar and select "Disable" from the suggested sites dropdown. Click the "Restart Now" button. (You can also uncheck any extensions that have been installed to remove their related settings, but you would want to check those extensions with a tool like BrowserCheck for any changes they made to your settings). If you wish to block this domain permanently and can't seem to figure out how to do it, then I have a workaround you can try: Press Ctrl-T and type chrome://chrome/(whatever) into the address bar. (The "(whatever)" is important. If you type chrome://chrome it will try to find the setting for chrome://chrome/ and that will not work).

Press Enter and then click the "Restart Now" button. I am not sure why this works. I don't think it has to do with a specific extension. However, I only use this solution when it's completely impossible to make a change in Chrome's settings.
