There are four options: Never show offline. Automatically detect network connectivity. Automatically connect to wifi networks. None of these apply for me. But at least it's something.

I had exactly the same issue, and even did a clean install from scratch on my PC. The problem was that I had my Chrome bookmarks in a folder called "bookmarks", but when I tried to remove that folder, Chrome wouldn't let me because it was using the "bookmarks" folder in my home directory. It wanted to recreate the bookmarks, but that failed.

I tried going into my "profile" directory, and deleted the "bookmarks" folder there. That was fine.

I then had a problem that the new Chrome installation seemed to be missing some of my bookmarks, so I had to manually add the bookmarks folder from my previous installation, then re-synced with my server. After all that, I had my bookmarks back. And when I went to chrome://flags/#network-state-show-always and clicked the "never show offline" option, I got the "This option isn't available on your current browser version".

So after this, I rebooted and went back to "Always show offline" and it worked.
