There are many options that will work for you. Option 1: Install a Linux distribution (such as Ubuntu) on your Mac and then plug your iPad into the Mac. Ubuntu will then provide you with the option to reinstall the operating system from the factory settings, without the need to know any Apple ID. This will wipe all of the personal information (that the Apple ID provides) off of the iPad, but if you do not need to recover anything, that is probably fine.

So I had no use for a personal iPad, it was a bit too big for my needs, so I ordered an iPad mini 4 and it came with a new SIM card. I went home with a new SIM card and after getting it out of the box I discovered that I couldn't use it. The reason was that my SIM slot was locked.
