Should proxy settings be on or off?
That seems to be the question.
I'm not too keen on answering it on a site for Windows XP but would like to hear your thoughts.
Should you see a proxy server on your connection? Is that the same as an "off" setting? If you don't see a proxy, do you get to choose one? Or do you get to pick one off the list and not worry about it? The answer may vary from one ISP to another and from one country to another. The only way I know how to make a choice regarding proxy settings is by turning it off and then seeing what my connection behaves like afterwards. Some ISP's don't allow you to even turn off the setting.
I know this thread is very old but I'm curious, does anyone have any more information on the use of HTTP proxy settings in IE 5. IE 5.5 supports proxy settings but the default proxy settings are used as explained above.
When you set your Internet Options -> Connections tab, then click the LAN (local area network) button, there is a settings menu that shows all your local and non-local proxy settings. You can set them as you wish (by entering a URL), but I can not find anything that indicates whether you can turn the setting off and on again or leave it on auto.
You will also be given the choice of setting a proxy for intranets, if you want that. I could not find any way to just turn it off. To switch it on again, you had to go back to the Internet Options -> Connections tab, then click the LAN button, and then scroll through the proxy settings there to find the entry that says "use a proxy server for intranets".
I have a computer at home, hooked to a wireless router. And this is my laptop. Both have Windows XP and IE5. My home has a network address (from my ISP) and my laptop has a LAN address (from my router). Both use a proxy. My home has a static IP address and my laptop has a static IP address. So I can surf the web with my laptop using my home's proxy and the web page works fine. But when I surf my laptop using my home's proxy and the page still doesn't work. It might seem strange that I have a static IP address but can't surf my laptop using a static IP address.

I don't use a proxy, but want to connect to my VPN.
But I found the setting to be very complicated in Windows 10. I don't need to open any ports or add firewall rules. Can someone help me with this?
Go to Control Panel > Network & Internet > Connection Properties. There you can enter your connection info. You might also want to change the DNS servers being used, these determine how your system connects to the internet. So if that doesn't solve it for you, go down to Advanced settings and then click on DNS tab. There are other settings you might want to try.
Note that when you set those options, all DNS changes are permanent.
