In my case, The device was working over the 2G network, which is very slow for sending and receiving. While the 3G network was not working even for some time and sending and receiving was working only for the data. Because of this the IP address in my case changed and the device was unable to send and receive for sometime. Since the wifi was working, the IP address remained the same. When I checked the IP address again, it showed different address and then my device was able to receive all the mails. Once the IP address changed, the device can send and receive. Here, the wifi is responsible for this change in IP address.
