How do I stop my iPhone from using so much data?

My AT&T iPhone 4s is running out of data and is unable to use the wifi or use the data even when the 3g is not enabled.

If I enable the 3G it stops running out of data, even though the internet is still in effect, how do I stop it from using so much data? And what do I do for the times that it is not able to access the wifi because it uses too much data and I have had issues connecting to some places? When my data is running low this problem arises all the time but once my data is fully replenished, the data usage comes back down to a normal usage amount. I know AT&T claims all carriers to be similar (when I bought the phone) but it looks like the only way to get rid of the low data usage is by doing a factory reset. When the iPhone becomes active again I see that it started using data at a higher level.

Mine started doing this the night of 11/6/09-11/7/09. I was working on a project with lots of email attachments then switched networks.and after about 3 months its still showing about 4 GB of data use. And it has not reduced yet, so thats the problem.
