I am writing an app to use IP addresses and hostnames (host table) for routing, but I'm wondering if I need to update my hosts file every time that a device is attached to the network, or is the IP address of a device on the network always going to be constant? No. A device's IP address will stay the same. What does change is the subnet you're on.
