Do IP addresses change with devices?

I am writing an app to use IP addresses and hostnames (host table) for routing, but I'm wondering if I need to update my hosts file every time that a device is attached to the network, or is the IP address of a device on the network always going to be constant? No. A device's IP address will stay the same. What does change is the subnet you're on.

Each device will have a unique local IP address (on the network). That's how the Internet works.

If you're asking about individual devices on your home network, there are several things you need to consider. Is this a static home network, or do you use DHCP? This will determine if you need to manually configure these IP addresses in your router (static) or if your router will automatically assign them for you (DHCP). Are you using a static IP for your computer, or will it use a dynamic IP address when connected to the internet? It's best to use a static IP address if you don't need to use a dynamic IP address. If you use DHCP, you can set a range of IP addresses that you wish to use for your devices. That way, each device has it's own "subnet", and the devices can communicate with each other over your LAN without having to worry about IP addresses.

To manually assign an IP address to a device, go to your router and make sure that you have either a static IP address or a range of IP addresses that you wish to use for devices on the network. If you only have a single static IP address (which is unlikely), you'll need to change your router so that it will assign a range of IP addresses to devices when they're added to the LAN.
